Burlington County is two counties stacked on top of each other. Along the Delaware, Burlington City, Bordentown City, Riverside, Riverton, Palmyra and Beverly are some of the oldest towns in the state. Inland, most of the housing in Evesham, Mount Laurel and Lumberton was built after 1980.
The contrast is extreme. 41% of Burlington City's housing went up before 1940, and so did 42% of Riverside's. In Evesham it's 1%. Countywide numbers mislead here: only 55% of Burlington County's housing is pre-1980, but in the river towns it's 77% to 95%. Bordentown City has 60% of its homes from before 1940.
Maple Shade is the rental hub of the western end. 4,715 households rent, 51% of the town, and 83% of its housing is pre-1980.
On NJ DCA's 2025-26 list, six of Burlington's 40 municipalities are dust wipe towns. The other 34 get a visual inspection.

Two splits trip people up. Riverside is as old as Burlington City but is a visual town. And Pemberton Borough is dust wipe while Pemberton Township, which surrounds it and has far more renters, is visual. Same name, different rule.

Evesham and Mount Laurel have about 10,000 renter households between them, more than any other pair of towns in the county. But only about a third of their housing predates 1980, and units in buildings constructed in 1978 or later are exempt.
North Hanover, next to Joint Base McGuire-Dix-Lakehurst, has the highest renter share in the county at 55%. Only 29% of its housing is pre-1980, so many of its units are too new to be covered.
